Understanding 'Rule of Modals' is essential for mastering English. As we know, rule of modals they are always followed by the base form (V1) of the main verb. If we make mistakes here, our sentences or writing will lose their true meaning. A very important rule for all pure modal verbs is that they must be followed by the base form of the main verb (V1) without 'to'. For example, we say 'He can go', not 'He can goes' or 'He can to go'.
